you already have given a perfect description yourself: It’s a distressed sans, probably based on Arial Black. If you take a close look at the duplicate characters (‘E’, ‘A’, ‘N’, ‘B’, ‘S’), you’ll see that they’re not identical. Thus, it’s likely not a font.
