I wonder which angle — same or not the same angle — (see attached image) should I use for the stem in my next Fregate typeface. That angle will be used on the top of the stem on my extrema letters to interpolate the font. In the image you will see the italic lower case “l”.

From my own experience: somewhere between the same of units down, and the same angle.
That's what I've in my mind too, but I'm afraid that the angle at a small size will not be visible. Here the roman for which I made a smaller angle on the light weight.

The real question would be: If I want to see an angle at small size, do I've to exaggerate the angle on the lighter weight to see it at small size?

So, I should sacrifice the harmony between the fonts for the ultimate goal: the overall look at small size.
The overall look is the harmony. :-)
This is quite like how darker weights need to have a slightly higher x-height to look the same.
But the size is central to this: the more you deviate from your target size range the less your design will work.
