Maybe a bit closer, but still not exact, is Compatil Letter. The serifs on the 'n' and 'h' are more like the sample than they are in FF Tisa.

BTW, I think this is a font, not hand-lettered. For me, the problem is that similar fonts are quite popular now, and I may not have the Serif Guide up to date on all the most recent additions.
