(x) Serif font ID from the German Govt - Neue Demos {Jan}

I received a vector logo to use on a brochure, which is just fine, but then received this phrase that has to go on top of the logo, but it a low-res jpg.

Need help to find out which font it is.

As far as I know the Deutsche Bundesregierung uses Neue Demos (serif) and Neue Praxis (sans), by Gerard Unger.
