Actually, I think it is an old metal typeface made by Monotype called Sans Serif Extrabold. It's obviously based on Kabel, but has this weight which didn't exist in the original. You can see it on p. 279 of McGrew. I don't think there is a digital version.

My Kaapeli from MyFonts. 'V' is different, but weight is pretty close.
