I think this might even predate WW2. I doubt anything like this was done during the Communist era and it certainly isn't modern, although the cladding on the wall looks recent.
There is a slightly Bauhaus look to the p,o and e.

I was looking at a similar sign in Bytom last week but that had more familiar Art Deco styling, and had completely lost its neon.
