I'm sure I know what this one is…

I’ve been racking my brains trying to figure out what this font is. I am sure I know what it is (maybe even have it…) but it’s being annoyingly illusive. WhatTheFont has been no help whatsoever, offering up Comic Sans lookalikes :(

Anyways, can anyone *please* help me identify what this is? Thanks so much if you can!

And my title was just raped by the system. It was supposed to read (“I’m sure I know what this one is…”)
