I need to implement H&J for Armenian in InDesign. I own
CS2 myself, but if we'd need a newer version no problem.
Has this already been done perhaps? We have somebody
who knows all the hyphenation rules, but how does one
go about writing such a plug-in?

As of CS3, InDesign doesn't have native support for Armenian hyphenation.
There's documentation at http://www.adobe.com/devnet/linguisticlibrary/ if you want to develop a plug-in.
