I find there’s such a lack of consistency between the letterforms that the whole thing ends up looking more like a ransom note than a piece of text.

There are many versions of this typeface.
The free ones are horrible. Very uneven and looks like they were designed in a rush.
However you can find it on most font sites, www.fontshop.com for example
