Im not certain,but I think it might just be signage by a signmaker rather than an actual typeface?

Copperplate Gothic is somewhat similar.

@ gwatswon - it's computer-cut, so it's unlikely to be unique by a signmaker...
@ Spire - I agree that it's similar, but the serifs on the E and L aren't like in Copperplate Gothic...

Any other suggestions?
