Can CSS be used to provide frame designs? I was using frameset but my IT guy told me to use CSS instead. How do I do that? Thanks

Frames are to load multiple web pages into one web browser viewport. CSS is to style and layout content on a particular web page.

So, the answer really depends on what, specifically, you are trying to accomplish.
