Yep. that’s true. But the K also seems taller than the other glyphs.
So maybe the K is regular Avant Garde.

It reminds me of Corporate S from Berthold.

Helvetica CY comes with OSX. It's for Cyrillic I think. It also says: Copyright © 1992, 1997 DoubleAlex Design Studio. All rights reserved. - in the info box.

Helvetica CY on my machine has a bearded G.

but the crossbar on the 'A' is still pretty high...

That G is also wrong for Avant Garde. I think I like the Univers suggestion that Lex had. What does the R look like?
