Encyclopaedia of Ireland Cover font, LTC Californian

Anyone know if the: "The", and "of" on this cover are set in "LTC Californian"? or what else could it be?

No, I would bet on a much more common font, the '80s revival of Californian, ITC Berkeley Oldstyle.
