Not certain but it appears that this may have been drawn that way for its purpose. Where did you see this?
The strokes running through the ubiquitous-style of serif font don't appear to have equal line weights nor evenly spaced within either of the two letters.

Figured that it may have been drawn. it is part of a logo for a small company.
