Have discovered it was used on a banner in 1920.

Concave Tuscan.

Looks nothing like it. Sorry.

Might be hand drawn -- the /O aren't identical.

No digital equivalent for this variation of Concave Tuscan. Many but not all had spurs. For example:

almost none are are digitized. Not really close, but part of the concave family

1920 on fabric. Perhaps printed with wood-block letters.
Might be worth checking Hamilton/Page.

Though obviously not the same, it is certainly similar to Adobe's Juniper (if one was looking for a similar modern representation).

EDITED:
Yes, Juniper is a descendant of the concave family. As close as any of the digital fonts mentioned so far. Link https://www.myfonts.com/fonts/adobe/juniper/

Arched Gothic Condensed Sg might work pretty well as digital alternative. There's also Show but you'd have to fill all perforations contrasting and condensing it more.

Arched Gothic Condensed SG a direct descendant of the 19th century concave that was the basis these letters. For people who like to tinker with fonts to make a match, it's the best candidate so far.
