Does anyone have any ideas about what this might be based on? I know it's called Gallic No.1 from Franklin Vandiver and I'm pretty sure its custom cut of something... but what?

Maybe Caslon or Fairfield?
Caslon and Fairfield are good calls.
To my eye it combines the thick and thin contrast and sharp junctures of a didone (Bodoni/Didot) with the eased serifs of Caslon (as well as Caslon's Q) and Fairfield (as well as Fairfield's C).
A classical revival (Caslon = 1725, Bodoni = 1790) with transitional details (Fairfield = 1949).
