Looks a bit like a condensed Time New Roman, but serifs are longer and finer.
You could try Times Eighteen Roman by Linotype [1993]
You can't get much closer than this. Make small caps version of the previous result by reducing height to 80%.

Compress to 60% horizontal to make the uppercase. Then use a copy of this to make the lower case [small caps] by compressing to 80%.

Good call Fivos. Here is Times Eighteen compressed to 60%
Close. Not quite enough compression for _G_, too much for _R_, etc.
