Sans-serif all caps with low x-height

Sorry if I'm not using the right terminology with "x-height." As you can see, the horizontal lines in the capital letters are quite low. Not sure what you call that. I'd appreciate your help in ID'ing this font! I work for author Kate Carlisle and am designing some promo items.

It must be Bernhard Fashion by Lucian Bernhard [1929] available from Bitstream, Monotype, Linotype, Tilde, URW++, E&F, etc
