I think you should find those characters here:
http://www.unicode.org/charts/
and assign proper Unicodes if they are defined.

To easily type foreign characters you usually need a special keyboard layout for the particular language.

I found the characters already and built them for Garamond.

I just don't know how to assign them a Unicode? Is that all that is needed in order to type them?

The Paratype page gives the Unicode values for the additional Yukaghir characters, so that says where they belong in a font.

Any other characters without such values would presumably go in the Private Use Area; find out what codes your input method is generating.

An aside: although Adobe is one of the few foundries that allows modification, if you give the resultant font to another party they have to own a license to the original just like you do.

To add the Unicode code points to the characters you have created in FontLab you will need to right click on the character, select Properties from the menu and put the relevant information in the upper and lower boxes. In the case of Cyrillic Capital Letter We you would put "uni051C" in the top (name) field and 051C in the bottom (Unicode) field.

Because this requires decompiling and recompiling the Garamond Pro font, an alternative –and IMHO more elegant– route would be to add the glyphs (from an .otf generated in FLS) directly in DTL OTMaster.

The latest version of OTM contains an autohinter for newly added glyphs. The Unicode code points can be assigned during import (or later, of course). If necessary, the OT Layout features can be exported, altered, and recompiled in OTM.
