Fire Department Vehicle Font

I have been trying to find this font... it is reminiscent of a school's varsity font, but it's not quite Rockwell.

I suspect that this is lettering, perhaps based on a template, rather than a font as such. You can come pretty close ot replicating the lettering by editing one of the college sport fonts.
