Does anybody know if the typeface Roxane
by Stuart Gluth has been published?

Can anybody tell me more about the project
on this link?

These types of fonts rarely get published, because they rarely get finished (accents, hinting, etc.) but you should try just asking Gluth. If you can't find him, ask Visible Language for contact info (or try Google).
