It's Arabic calligraphy; it's not a font.

but it is font. i find it in Encyclopedia Arabic Fonts.

Any text in any font can be scrambled to make head-scratching game!
Arabic calligraphy is achieved by scrambling words (not letters).
Just have a look at what has been done with one of our newly-built fonts:

Well, if it's in an encyclopedia of fonts, you'd think it would say what font it is.
